Freeport Village Corridor Initiative

The Village Corridor Initiative (VCI) is a transportation and land use planning partnership between the Town of Freeport and MaineDOT with contracted consulting support from Stantec

The VCI area includes the community’s primary commercial areas along U.S. Route 1, Main Street in the heart of Downtown, and Designated Growth Areas within the Town’s newly adopted 2025 Comprehensive Plan. The VCI will produce a buildable plan for the corridor that supports walking, biking, transit, economic opportunity, and new housing. 

Town Council will soon be presented with options for Spring/Summer 2026 projects with staff recommendations based on input from stakeholders, the Complete Streets Committee and VCI Leadership Team. MaineDOT staff provide input on VCI options as they are developed, but State approvals are required prior to implementation.

The Village Corridor is the land where shared goals in the following come together: 

To create dedicated funding to build the Freeport community’s vision for economic vitality, downtown vibrancy, infill housing, and active transportation within the Village Corridor, the Town Council directed staff to develop and implement beneficial tax increment financing (TIF) strategies.
