  • When reservations can be made: Reservations will be accepted on or after April 1st. From April 1st through early May reservations will be online only. There will be a link posted on the website April 1st which will bring you to the reservation page. The camping season runs from the Thursday before Memorial Day until early October. The minimum length of stay is 2 nights for a Saturday stay and 1 night for stays Monday through Thursday, excluding holidays. (For example, if a Saturday is reserved either the Friday before and/or Sunday after must be reserved). The maximum stay at SITES 1-23 is fourteen (14) nights during July and August. Reservations must be received 2 business days prior to the first night's stay.

  • Reservations can be canceled by calling the Gatehouse at 207-865-4198 at least 2 days prior to the first night's stay. When requesting a cancellation, a $15 processing fee will be withheld from each reservation refund. There are no refunds for one-night reservations. If the Park is not notified prior to the scheduled stay, a refund will not be issued.

  • In 1953, Adelaide Winslow Harb gave this scenic oceanfront gift to the Town in memory of her mother, Delia B. Powers Winslow. She entrusted some 90 acres “…with the buildings and improvements thereon…known as Stockbridge Point…” with the proviso that the land and its buildings “… shall be used as a public park and for public recreational purposes…” The Park is located at the end of Staples Point Road on a peninsula between Casco Bay and the Harraseeket River.

  • Yes, campers can bring their pet(s) for a fee of $1 each. During the camping season dogs must be on a leash at all times and they are never allowed on the beach, playground or the volleyball court nor in the bathrooms. Pet owners are expected to clean up after their pets.

  • There are a number of special activities that take place at the Park, including: The "Camp Seaside" program, sponsored by Freeport Community Education, provides a day camp experience at Winslow Park for over fifty Freeport children ranging in age from 7 to 10 years. Activities include arts and crafts, swimming, games, kayaking, weekly barbecues and sports. Prior to the campground opening, the Park is host to a Girl Scout Camporee. More than 100 girls and their parents from Freeport and surrounding towns participate in this weekend event. The Scouts experience camping, wilderness cooking, kayaking, astronomy and other worthwhile activities. The Park also sponsors Family Fun Day on a Saturday in June. The event features a 5 and 10K race, family games, and free ice cream and hot dogs. Admission to the Park on Family Fun Day is free. During July and August, the Park sponsors a Thursday night concert series featuring local bands. Concerts begin at 6:30 pm. Day use admission is charged, and a playground and picnic area is also nearby for use. Campers and season pass holders attend free. The Park also hosts the Lobsterman Triathlon which features a 1.5K swim in the clean, calm waters of Casco Bay, a 40K bike along beautiful coastline and gently rolling hills and a 10K run through the Village of South Freeport. The 2012 event is scheduled for a Saturday in September. 2 weeks of free camping are scheduled for Freeport residents. For more information, see the calendar on this webpage.

  • A self-guided nature trail borders the Park adjacent to the Harraseeket River and Casco Bay. Benches along the trail afford hikers the opportunity of stopping and enjoying the great views and tranquility of the Park. Be sure to bring your binoculars and camera.

  • While the Park is "officially closed" from mid-October through Mid-May, Winslow Park's playground and hiking and jogging trails are available and, once the snow comes, cross-country skiing and snowshoeing are also available.

  • No. Water is available throughout the camp ground, but not at every site. Modern showers and bathroom facilities are available. There are no electric or sewer hookups. Generators are permitted during specific hours and a dumping station is available.

  • Yes, any person may dig up to 1 peck of clams for their own personal use (not to sell commercially) only in Wolfe's Neck Woods State Park without a license. Soft shell clams are governed under the two inch law with an allowable tolerance of 10%, while quahogs must be 1 inch at the hinge and a zero tolerance applies.

  • Any harvested clams in the state of Maine must be 2 inches in length (end to end not counting the neck of the clam that sticks out between the two half shells). There is a 10% tolerance allowed before a digger can be summons for possession of short clams.

  • The licenses are issued by the Town Clerk. A digger may retain a commercial license once it is secured, as long as the person keeps renewing the license and doesn't violate the municipal shellfish ordinance, and completes the required conservation work. If a commercial license becomes available, a lottery will usually be held for the license. The Town Clerk can answer more questions about obtaining a license.

If you are not familiar with the geographic information or the local names of places in town, there are maps posted in the lobby of the Police Department and the Town Hall for the closures. If that still leaves doubt, contact the Warden through the police department at 865-4800 and he will assist you in finding the areas closed.

  • There are several different types of closures associated with harvesting clams. There are closures for pollution and closures for conservation efforts. Pollution closures include such things as excessive rainfall (runoff from the land carrying toxins into the water), closures for Sewer Treatment areas (outflow areas), Red Tide Closures and seasonal closures (as with seasonal Marina areas). There are also closures for conservation efforts such as closures in newly seeded areas.

  • The annual operating budget for Regional School Unit (RSU) #5 is proposed by the Superintendent of Schools and approved by the RSU #5 Board of Directors. The public portion of the Board of Directors' budget process usually occurs in the late winter/early spring of each year. After the budget is approved by the RSU Board of Directors, it is considered at the Annual Budget Meeting, typically in May each year. Any registered voter of Freeport, Durham, or Pownal may attend and participate in the annual budget meeting. The final budget, as approved by the Annual Budget Meeting, is then put before the voters of all three member towns for a validation vote, typically in June of each year.   • We have CPR certified instructors available to provide training for groups of 2 or more people. We can provide the training here at the station or at your location (for groups of more than 5). The cost is $25 - $35 per person. Please call to schedule your CPR class. We do not have regularly scheduled classes open to the public at this time. We would like to remind all residents and businesses to visibly display their Building numbers in order for the emergency personnel to quickly and efficiently expedite services. The number can be located on the house or mailbox.

  • For a fee, the Fire Department can burn down a building that a resident wishes to have demolished. Fees depend on the size of the structure. Please contact the Chief for a site estimate for burning. Due to the number of requests, and the limited amount of personnel, the Fire Department does not burn fields.

  • The Town of Freeport has adopted the NFPA 101 Life Safety Codes for all business and residential buildings. The Fire Department conducts annual inspections of all businesses in Freeport to assure that these codes are met for the safety of our citizens and visitors.

Our personnel would be happy to show you our station and apparatus, as long as they are not on a call for service.   • Eligible applicants can receive assistance with basic necessities according to the maximum levels for specific types of assistance. Basic necessities include housing, heat, electricity, food, utilities, personal care and household supplies, and other basic necessities when they are deemed essential to an applicant's or recipient's health and safety by the general administrator.

  • People wishing to apply for assistance should call the administrator to schedule an appointment and find out what information they need to provide at the time of application.  Each person needs to complete an application in order to determine eligibility.

  • Each applicant is responsible for providing the general assistance administrator with information necessary to determine eligibility. This includes information verifying members of the household. documentation of all sources of income received by the household (salary, child support, workers compensation benefits, unemployment, SSI, SSDI, social security, as well as any money received from family members, tax returns, etc.).     Additionally, applicants need to provide documentation of their expenses for basic necessities (these include housing, heat, electricity, water, sewer, food, phone when medically necessary, prescriptions, etc.) and work related expenses (child care expenses, transportation to work).

    The administrator will make a determination of eligibility based on the overall maximums allowed by the State and the municipality. Clients will receive a decision sheet showing whether or not they are eligible for assistance and what they will need to do to be eligible for future assistance. If there is a household member who is available to work, the administrator will schedule a workfare assignment which may need to be completed prior to the issuance of any assistance.

  • At the time an applicant receives a decision on their application, the administrator will inform them of their responsibilities for being eligible in the future. Once applying for general assistance all clients, regardless of whether or not they received any benefits, are responsible for showing that they have done all they can to prevent needing general assistance again. This includes providing documentation (receipts) of all their spending over the past thirty days (or longer if they are seeking assistance with back due bills). Again, the amount of income from all sources received by the household must be provided. Additionally, the applicant must show that they have utilized all potential resources the administrator referred them to.

  • General assistance is a program that encourages clients to do all they can to prevent needing future assistance. An applicant may be found ineligible to receive general assistance if they: misspend their money on items that are not considered basic necessities (this will count as money that is still available to the household and will affect the amount of eligibility); if a client forfeits a benefit, this benefit will not be replaced; if a client quits a job without just cause, they are disqualified from receiving assistance for a 120 day period; for failing to perform or complete a workfare assignment; for willfully making a false representation about their eligibility; for not providing or permitting the administrator to gather the necessary verification and documentation as required; as well as others.

  • Neither the Town of Freeport nor Freeport Community Services owns any housing of its own but usually recommends that those interested in affordable housing contact the Freeport Housing Trust (865-1652), Coastal Management (797-3688) as well as checking the local papers for available housing in Freeport.

    • Mainehousingsearch.org is another resource for those seeking affordable housing. This is a free, state online resource for renters and property managers in Maine. The dynamic search options allow you to find affordable, accessible and market-rate housing that will fit your needs.
    • The Cumberland County Homelessness Prevention Program (CCHP) assists families and individuals who live in Cumberland County in finding, securing and/or maintaining housing.

  • Generally, general assistance is determined for a one month period only. If an applicant needs to apply for general assistance again, they are responsible for making sure they have met the requirements of the program for eligibility.

  • If you disagree with the decision, applicants should discuss the matter with the administrator.  Applicants can also contact the Department of Health and Human Services to discuss the decision at 800-442-6003.

    All applicants have the right to request a Fair Hearing which would provide the applicant with a Board composed of individuals not involved in the decision to decide whether you are eligible for assistance. If you would like a Fair Hearing, you must request a hearing in writing within 5 working days of when you receive your decision.

  • Each applicant and any member of the household who is capable of working may be required to perform work for the municipality, or work for a non-profit organization, as a condition of receiving assistance. As part of the work program, the General Assistance Administrator can require recipients to participate in training, education, or rehabilitative programs that will assist the recipient in securing employment.

  • There are three Boards: Staff Review Board, Project Review Board, and Planning Board. The applicant should contact the Town Planner for review of the proposal, then the Town Planner will determine which Board needs to review the project. The Project Review Board reviews applications for subdivision review, site plan review and Design Review Certificates. The Planning Board reviews requests for amendments to the Zoning Ordinance, Zoning Map (PDF), or Comprehensive Plan, and works on long-range planning. The Staff Review Board reviews more minor applications and changes to plans. Each Board typically meets once per month at the Town Hall. Public notices are sent as required by the Freeport Zoning Ordinance and Freeport Subdivision Ordinance. Agendas are also posted at Town Hall, the Freeport Community Library, and on the Town's website.

  • The State of Maine's prohibition against Ex Parte communication requires Board members not to have private discussions about projects pending before the Board. Members of the public and applicants may contact the Board by writing them a letter and sending it to the Town Planner prior to the scheduled meeting. The Town Planner will make copies for all Board members and the letter will become part of the public record. Members of the public may also speak to the Board during a scheduled Public Hearing.

  • Town ordinance requires that public notice be mailed to owners, as currently listed by the Town Tax Assessor, of all properties located within 200 feet of the proposed projects reviewed by the Staff Review Board and Project Review Board. Public notices are mailed to abutters within 500 feet of proposed subdivisions. The ordinance does not require that abutters be notified when the Board reviews minor requests for Design Review Certificates. Public notices for items being reviewed by the Planning Board are mailed as outlined by the Freeport Zoning Ordinance.  Due to the high volume of notices sent out within a 24-hour period, it is likely that special requests for notices beyond the legal requirement could be easily overlooked. Consequently, if you would not normally receive a public notice, we encourage you to telephone the Planning Office to determine the status of the project in which you are interested. The intent of the account is to shift the cost of development review from the taxpayer to the applicant.   • The town maintains some roads in Freeport and others are maintained by the Maine Department of Transportation. You can call the Public Works Department with any concerns. If it is a State Road, please call MDOT's office to notify them of the problem at 885-7000.

  • Every year in the spring, the Town puts a weight limit on the roads so that heavy vehicles will not damage the roads while the frost is working its way out of the ground. The weight limit is: vehicle weighing over 23,000 pounds are prohibited, unless they have a town permit. Roads are generally posted from late February through May 1st.   • Residents have two options for trash disposal.   

    1. They can bring their trash to the Transfer Station (100 Hedgehog Mountain Road) during regular business hours, Wed-Sat 7AM - 4PM.

    Residents who bring their trash to the Transfer Station must: 

    1. Purchase an annual sticker and display it whenever they are at the Transfer Station. Stickers are available for purchase at Town Hall and at the Transfer Facility. Stickers cost $6 for Freeport residents and $50 for Pownal, Durham and North Yarmouth residents. Stickers must be renewed every January.  Please bring ID with you at the time of purchase.

    2. Pay $1 per bag (30-gallon bag not weighing more than 30 lbs) or they can purchase a punch card.  The punch card saves you 10 cents per bag.  Cards are sold in two sizes: $9 for a 10-punch card and $18 for a 20-punch card.  If residents use 15-gallon size bags, they are 2 bags per punch on the card.  Since we are unable to give a half punch, bringing an odd number of bags will result in an extra punch, i.e., 3 small bags equal 2 punches.  

    2. They can hire a licensed private hauler to pick up their trash at their residence

State law requires anyone seeking copies of these records to submit an appropriate application form, proof of relationship, and proof of identification.   • Maine residents must apply in the town / city where they reside. The marriage intentions may be filled out in advance, but must be signed before a Notary Public or the Clerk issuing the license. The intentions form is available above under "Licences and Permits". Both parties must appear before the Town Clerk to sign the license before it may be issued. The parties must fill out forms in person at the Town Hall. If the parties reside in separate Maine towns, they may apply in either community. The license is valid for a period of 90 days from the date intentions are filed. The ceremony may be performed in any town or city in the State of Maine. Photo identification is required to obtain a marriage license, and the cost is $40. Out-of-state residents may apply in any Maine town/city. They may then have the marriage ceremony in any town/city in Maine. The license is valid for a period of 90 days from the date the intentions are filed. The Clerk's office strongly recommends that out-of-state residents obtain the marriage license in the town where the marriage will take place. If either party has previously been married, they must present the clerk with a certified copy of the divorce judgment ending the prior marriage or death certificate.

Recreational Shellfish licenses are also available. They are effective July 1 through June 30. The license allows the harvest of one peck of clams per day for personal use only. Recreational digging is allowed in Wolfe Neck State Park without a license. The cost is $16 for residents and $27 for non-residents. Non-resident licenses are limited to 20 and are sold on a first-come, first-served basis beginning the first business day in June.

You may do this through the State Website. New dog licenses can also be obtained at the Town Clerk’s office during regular business hours. Please bring proof of the rabies vaccination and spay/neutering. The cost at town hall is $6 and $11, respectively. All dog licenses expire December 31st of each year. You may renew your dog license anytime between October 15th and January 31st. You must renew your dog license no later than January 31st of each year, or a late fee will be charged.   • Residents with an active adult library card for the Freeport Community Library can reserve equipment using their account Minerva account. Once a reservation is made and the equipment is confirmed to be available, the user will get an email from the Freeport Community Library confirming the reservation. Once the user receives the confirmation email, they can make an appointment at this link to pick-up the equipment. Borrow periods will start with a Friday pick-up and all returns must be Wednesdays during regular facility hours (7AM -4PM). All pick-up times will be by appointment only and will be at the Recycling Facility at 100 Hedgehog Mountain Road. Due to staffing, we are unable to honor requests for alternative days at this time. 

    Recycling Facility Staff will assist residents with signing out and learning how to use equipment. The cardholder that reserved the equipment MUST be the person to pick up the equipment and they will be required to show a photo ID.  Equipment cannot be picked up without this verification. Each borrower will be required to sign a User Agreement at pick-up and before the equipment can be borrowed.  Each tool comes with information on how to use it, including a link to the online manual. For any questions on how to operate equipment, please ask the Recycling Facility Staff when you pick up the equipment.

    To return the equipment, bring it back to Freeport Recycling Facility and return it to a staff member on a Wednesday between 7AM - 4PM. Staff will review the equipment and note it as returned and then have 48 hours to look it over to make sure it was returned in working order. Any issues with the equipment should be reported at return. If any issues are identified, the borrower will not be charged for damages unless the equipment is damaged beyond repair due to the borrower's misuse of equipment, at which time the borrower could be charged. The borrower will not be charged if the equipment is inoperable due to a manufacturing-related malfunction. For additional information on charges, please refer to the User Agreement (PDF).
