Paper Streets / Discontinuance

The roads which were on subdivision plans recorded prior to 1988, including range roads, and which have not been used or accepted by the Town as public ways are sometimes referred to as "paper streets."

The Town Council appointed a Paper Streets Committee in 1997 to review and research the Town's paper streets. This Committee spent countless hours over four years on this project. The Paper Streets Committee presented their report to the Council in April of 2001. A copy of this report may be reviewed at Town Hall, at the Freeport Community Library, or by clicking here. Copies of all of the plans showing paper streets are available at Town Hall. Also available is a "No Action List" of roads and ways that the Committee recommended that no action needs to be taken.
