Comprehensive Plan
What is a Comprehensive Plan? The introduction of Freeport's existing Comprehensive Plan summarizes it quite nicely:
"Developing a Comprehensive Plan is a legal obligation and an opportunity. The Plan gives a community the opportunity to look at where it has been and where it is going. Towns are obligated by the State to periodically develop (or revise) their Plans so that they meet the State’s goals as well as their own. The rules and regulations included in a local zoning ordinance must conform with the Comprehensive Plan; zoning cannot exist without a Plan.
The Plan is both a vision and a strategy to achieve the vision. It is what the town wants to be, and wants to look like, several years down the road. It identifies what needs to change and what needs to be preserved...."
Freeport's most recent Comprehensive Plan revision was approved by the Town Council on February 8, 2011. The State of Maine reviewed the Comprehensive Plan and it was found to be consistent with the Growth Management Act on October 6, 2011. This "consistency" finding is valid for twelve years.
It is anticipated that the Planning Board will start the process of updating the Comprehensive Plan in Spring 2022 with the assistance of a consultant.

The Town of Freeport (Planning Board) is beginning the process of updating the Town of Freeport Comprehensive Plan. We expect this to be about an 18 month process. Although the Planning Board is in the early stages of the process, there will soon be materials that we will be looking for public feedback on.
