BOAT EXCISE:

  • Excise Tax on Some Boats:  State of Maine law requires boat owners (who keep their boats in the water more than 75 consecutive days) to pay an excise tax on that boat. This includes federally documented vessels. Please contact the Harbor Master regarding boat questions and the Finance Department regarding excise tax questions. Excise tax is due no later than July 1st to the Town in which you reside or keep your boat.

Licenses run from July 1 through June 30 each year and are obtained from the Town Clerk.

  • Commercial Licenses:
    • Commercial licenses must be renewed each April. They may be retained year-to-year as long as the holders submit their application/annual fee before the deadline and they have no violations and the required conservation credits have been completed. You must have conservation points to maintain your license.Harvesters are encouraged to remove predators while harvesting on the Freeport Flats. The purpose is to work towards eliminating predators that are destroying the soft shell clams. There are no quotas but you are encouraged to destroy these predators as you come across them.

 

  • Recreational Licenses:

             For Freeport residents of 12 years or more & Freeport property owners- limited to 180 licenses.

             For Non-Residents - limited to 20 licenses per year. 

             Anyone may obtain a 3 day recreational license. 

            Application period opens up on the first business day in June; first come, first served. The Application period re-opens for non-residents at the end of September.

  • Non-Resident Commercial $430.00
  • Resident Recreational $16.00 (includes $5.00 water quality fee)
  • Non-Resident Recreational $27.00 (includes $5.00 water quality fee)
  • 3 Day Recreational $ 20.00 (includes $5.00 water quality fee)

WHARFING OUT:

An application for wharfing approval must be made to the Coastal Waters Commission with reference to the relevant criteria, below: 

GENERAL REQUIREMENTS FOR A WHARFING OUT PERMIT

1) The Town of Freeport wharfing out permit application consists of pages 51, 55, 59, 60, & 69 of the application that is utilized by the Department of Environmental Protection Natural Resources Protection Act (DEP-NRPA). The pages that the town uses are attached.

2) If you require the entire DEP-NRPA document, it may be found by following this link: https://www.maine.gov/dep/land/nrpa/nrpabook.pdf.

3) Submit eight (8) completed wharfing out permit applications along with: a. Eight (8) sets of construction prints, 11” x 17” preferred, with sufficient clarity to determine ordinance compliance. b. A Plot Plan showing the proposed construction location and measurements from all property lines. c. Visual map/Lat-Lon of proposed wharf d. Photographs of proposed site, including aerial photographs, of available. e. Description of normal high water and low water marks in relation to proposed float. f. Copies of signed and received certified letter(s) sent to abutters. g. One (1) copy of recorded Deed to determine right, title and interest.

4) It is the applicant’s responsibility to check with other agencies to see if permits are required (ie. Department of Environmental Protection and Army Corps of Engineers). Copies of such permits applications shall be included with the wharfing out permit submission package.

5) The applicant is responsible for researching all deed restrictions, covenants, and/or subdivision notes which may affect their property over and above Town standards.

By signing and submitting an NRPA application to the Harbormaster, you acknowledge that you have read and understand the Ordinance and these requirements.
